My friend tore off an old "lean-to" from her house. Because there was an existing slab, a zoning variance was granted to build a new addition even though it abutted the property line. This completely upset the neighbor. After construction started, the neighbor posted a no trespassing sign. Now construction has stopped and water is coming in. Can my friend step on the neighbor's property to side the wall?

Contact your local code office at the County level. You may have to have an attorney involved. We've been through this with neighbors, they can be very territorial at times.
If you we're indeed granted an O.K. from the County, I wouldn't worry. I would show this to the neighbor and tell them where to put their signs. Or, get yourself an attorney.

I believe the county commissioners could tell you what the building codes are for each zone. It may be legal or may not.
Depends on where you live. In certain places it could be they have not made any restrictions yet. As for stepping on the neighbor's property, NO. Not without the neighbor's consent which sounds like your friend isn't likely to get. There is a no trespassing sign up, so you don't dare trespass. If you do, it could turn into an ugly court battle.

Legally? No.

However, if your friend wants to sit down with the neighbour and find out what his/her objections are, (S)he may be able to ease her neighbour's concerns.
