The fastest in World is the Bugatti Veyron.
It goes up to 253mph(407kph)
It has 1001 Horsepower and a 16 cylinder engine.
It goes 0-60mph(0-100kph) in 2.4 seconds.

The 2nd fastest is the Koenigsegg CCR
It goes up to 249mph
It has around 800 Horsepower
It goes 0-60 in 3.2 seconds

The 3rd fastest is the Mclaren F1
It goes up to 243mph
It has between 600-700 Horsepower
It goes 0-60 in 3.2 seconds.

You really gotta define "car."

The Thurst SSC has the official record, but it has more in common with the Concorde SST than a family sedan. It's practically a twin-engine fighter jet without wings...

World-class top fuel dragsters will do over 300 mph - and get there in under 5 seconds - but I don't consider them "cars" either.

I imagine someone out there has taken a NASCAR chassis and powerplant and added turn signals, wipers, headlights and bumpers - does that count?

An SR-71 Blackbird is "automotive" in that it moves (is "motive") under its own power ("auto") and it goes Mach 3+.

I hope you get the answer you are looking for, but I think you did not adequately define the class.

Street Legal

The answer changes as newer, faster models come out. As of this posting, April 2007:

At the moment, the Bugatti Veyron appears to have it all:
A W-16 engine that can produce 1,001 horsepower
A top speed of 250+ mph (400+ kph)
A zero-to-60 time of two seconds
A zero-to-180 time of 14 seconds
A price tag somewhere in the $2 million range.

If your talking street legal it was the 1974 Corvette. 0 to 60 in 4 seconds. It had the big 496cu engine. That was their top of the line 8 cylinder. Then the energy crisis hit and that was the first and last year for a vette 0 to 60 in 4 seconds. Street legal that is. On the track it's the Formula ones, then Indy cars.
F-1's can top 200mph easily and sustain it, while Indy cars around 150mph but hard to keep it.
