If the phone was switched off there is very little chance of it making any sound as the battery shouldn't discharge anytime soon. The good news is that you can get the same number on another sim card. To do this contact your network operator and they will cancel your old sim and provision a new one with the same number, it will be totally blank though so you will have lost all your contacts, applications etc. There may also be a charge for doing this.

Personally I would try to figure out when I last had the phone and what I have done since then to locate it, losing my contacts would be horrible which is why I back mine up regularly.

Yes it should beep when the battery is running low. You may still be able to use another sim card with the same number but I'm not totally sure about this. If you can, it might cancel anything on your existing sim card i.e. phone numbers etc. Go to any phone shop and they will advise you on this.

No if it's powered off then it will not beep, you'll have to search for it. If you think this might happen again you could set up an alarm clock entry, which should wake the phone up and make a sound once a day.
