The first thing you need to do is check under your home and see if you have a broken sewer pipe or something underneath your home that is leaking sewage and causing the smell. The pipe may be above ground or below and backing up. If there is a wet place under the house, that is probably where the problem is located.

If you find no indication of a leak or wet spot then you might try using a fan and forcing air under the house to air it out. The problem might be coming from animals cats especially using the underneath part of your home as a sanctuary and toilet.

Chances are there is a bathroom in the basement and that could be causing the problem. Downstairs drain move a bit sloer than upstairs drains. Buy some drain cleaner and do all the sinks and tubs upstairs, then go downstairs and do the sinks and tub. Follow the directions and with any luck it will scrap away anything lingering in the pipes and freshen the air a bit. We get the same odour in out basement bathroom and Drano every few months seems to do the job.

Is there a crawl space below your home? If so, have it checked for a broken waste pipe. Are you sure it's a sewer smell? If so, then there has to be either a broken pipe or a clean out that is backing up somewhere

First thing is first- When did you have your tank checked last? Pumped? Are there any visible leaks?

I was just reading a little about this in the paper I think. They had tracked the terrible smell to a leaky pipe under the house in the crawl space. They had it fixed and then painstakingly had to remove the "scented" soil. It was a multi step process. If I recall correctly they used Lyme (dumped right on to it) and then removed the soil, dumped more lyme and let it set and removed the soil, over and over until the smell was gone.

I would get a electronic leak detection service to come out and check for any sewer pipe leaks.
