I have read a book by Dr Rosalie Bertell that states the military will use The Earth as a Weapon in the 21st Century of Wars , { which is what the book is entilted by the way } see link -

Most certainly! In the middle to late 70's the United States and the USSR signed a weather modification treaty under the auspices of the United Nations, insofar, that neither country would use their technology on the biosphere. The U.S. has a facility in Gakona, Alaska called HAARP (High Frequency Auroral Research Program) that uses the ionosphere by charging the particles with extremely low frequency waves (ELF). HAARP can manipulate brain wave activity by exciting large areas of the population to induce brain malfunction. Remember, the human body is electrical. These are but a few examples both the Americans and the Russians possess respective to this technology.

In the book "Between Two Ages" written by Zbigniew Brzezinski (1970) who was Jimmy Carter's National Security Advisor, outlines exactly what this technology will mean to the people of this earth. Here's an extract from Brzezinski's book:

Page 57.; "In addition to improved rocketry, multi-missles, and more powerful and more accurate bombs, future developments may well include automated or manned space warships, deep-sea installations, chemical and biological weapons, death rays, and still other forms of warfare--even the weather may be tampered with."

Page 57.; "In this way, one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period..."

These are but two examples of the awesome power that modern technology has developed. Along with the U.S. & the USSR, 48 countries also signed the UN treaty forbidding the use of this technology.

I'm sure it is, but I don't think it will come to be in our life times. Possibly in the 21st Century, but I doubt it. I'm sure something like this may come together in the 22nd, but that's 90yrs off.

It's been theorized about quite a bit, causing controlled earthquakes and such. I don't know if it's possible, but so far no one's disproved the theory.
