How important is it to you that the paint match exactly? And that it not crack and craze over time?
The paint on some plastic bumpers is supposed to be flexible - a little different formulation than the paint used on the body of a car. Some body shops do it right ... but most don't.
If you want it to look like it was never damaged, especially over time, buy a replacement bumper.

what kind of car and year,, most items like bumpers can be found at a salvage yard in your town look for auto salvage , i found several cars like mine and bought parts i needed there then ask a auto mechanic the cost per hour to bolt on the new parts ,,

Try using a hanger to hook the bumper on again. I did it with my car and it looks new and it's held for 2 years now.

You can weld it. harbor friegh ,has a kit.
You weld it from the back ,or it will look ugly
put a heavy coat of duct tape in the front before welding the back.
if You learn how to weld that ,You will be a Pro in TIG welding because is the same feeling.
been there , done that.

you a going to have to replace it. there is just no way to patch that big of a crack and make it look good and last. if you don't care what it looks like try abs glue.it's used for plumbing

Replace it. Repairing it will lead to repairing it again in a year or 2, its not really worth the repair.
