Depends on your definition of a computer and your definition of popular. If you mean a PC and popular meaning most people using them i would say 1995-1998 when the internet went through the roof.
I would personally would say the mid 60's but I would have to explain my answer in too much detail.

Well the macintosh (the only old computer that is still alive today) was one of the first popular home computer's.
It was introduced in 1984. Home computers didn't become popular for another 10 years or so i would say. That's about when windows 3.1 (the first windows) was introduced.

Im going with very early 90s.
Also the commodore64 system was big in the late 80s.
I cite that because even though they died a slow financial death... they have one of the largest cult followings in (outdated) computers today.
