If the problem is 35 degreesSouth of east, does the vector go down and then right? Or to the right going south? In other words, does it go down from the 0 degree position, or does it go right from the 270 degree position?

THe vector would subtend and angle of 35 degrees below a horizontal line and point down and to the right.

that's 270 - 35 = 235 degrees

If you consider North in y axis and east along x axis then it is -35 deg with x axis.
