The tradition is that red roses to those whose mothers are living and white to those whose mothers have died. Anyway, that's the southern tradition down here.
How about a special letter of rememberance of your mother to your father? Perhaps a few remembered times that are special to you. After all, the most precious things that you can give or share with anyone are your memories.

Flowers, same as with your mother!
You might try to get a more "masculine" flower arrangement. Or you could say that your father is receiving the flowers both for himself and in memory of your late mother. It might be quite a tribute to her.

How about a really nice picture of you both in a nice posh photo frame.
If you wanted to do something for your mum you could always put some special flowers on her grave to mark your 21st. I put my wedding flowers on my husband's mother's grave after we were married as she couldn't be there to share the day with us.

what about a photo frame thats engraved with a pic of either him and your mum or the three of you or you and your mum just after you were born, as you could put some flowers on your mums grave or fav place, she may not be with you anymore but the thoughts still there.

perhaps a photo of you all when you were a baby. This could be a dedication to them both as parents of you and thanks. Also a memory for all of your reason for being here. If you want to make it more perhaps a special frame round the picture?

Write him a letter and write about all the things you loved him for doing for you.
Write about things you appreciated and jog his memory as much as you can. Let him know how much you love him, put in as many little things he did that you will never forget him for. And as time goes on and you move away ,he will often pull out your letter and let his memories return.
