That's a tough one, both are war mongers (if Harper had had his way we Canada would be in Iraq right along side the US) And they both care more about oil than they do about what the people want...
I would have to say Bush is worse, because despite Stephen Harper's many failings at least he's intelligent enough to run his own party and he is willing to at least pretend to do what the public wants.

I really don't know much about Harper. Canada pretty much keeps to itself. Therefore I cannot make an accurate comparison.

Canada has a very low crime rate and a prescription drug plan. I don't know anything about Harper but W could get some advice from him to help the US.

who is worse Bush, Harper, Blair and Howard the four greatest leaders of today? that's like asking who was the worse U.S. president between Washington, Lincoln, FDR or Reagan they were all so great it would be hard to say which was worse. Bush, Harper, Blair and Howard have made their countries so much better under their tenure so i cannot say who's worst but i can say they are all GREAT.
