point-slope form is

y-y1=m(x-x1)

where y1 and x1 are the x and y in the co-ordinates.

in this case you would have

y-(-3)=(-10/9)(x-5)

You can simplify it.

y=-10x/9 +b
-3=-10*5/9+b
-3=-50/9+b
50/9 -3=b
b=23/9
y=-10x/9 +23/9
or y=-10x/9+b
7=-10(-4)/9 +b
7=40/9 +b
b=63/9-40/9
b=23/9
y=-10x/9 +23/9
