I just got an '07 civic 2 months ago...I'm leaving out of the country for 3 weeks. Should I get one of my friends just to start the car once a week? or drive it around the block once a week?

No, your car will be fine. I leave mine at the airport for weeks at a time. It'll start and do just fine.

Yes. Keep the battery charged and the engine easier to turn over.
