Because he believes that the bill is not in the best interest of the country. Congress does not have the responsibility of running the country-the president does. He has the constitutional right to refuse to listen to them. Sometimes the president is wrong, other times, like now, the congress is wrong.

Because that's one of many checks and balances that our Founding Fathers built into our Constitution. If any bill has widespread support, Congress can override his veto with a two-thirds majority vote of the Members present. If one house fails to override a veto, the other house does not attempt to override, even if the votes are present to succeed. The House and Senate may attempt to override a veto anytime during the Congress in which the veto is issued. Should both houses of Congress successfully vote to override a presidential veto, the bill becomes law. Thanks for showing an interest in how our government works.

Because when you give the enemy a time-line then they can plan their hostile takeover. American Troops are currently the only real line of defense between the new Iraq Republic and all antagonists who want a Muslim state and not a free state that includes all brands of Muslims. The longer the various sects of Muslims learn to get along in a free state the worst it is for one sect to rule. When Americans leave free Muslims will probably be killed as traitors and unbelievers.
Lots of innocent people will die and all that has been developed the past couple of years could be destroyed.
Mostly innocent people will die if Americans pull out.
This bill is a ploy for Democrats to wash their hands of a war they voted FOR! They know now that they can get more antiwar votes and can win more seats to regain power if they can blame Bush and the Republicans for the war. This is one of the most shameful things I have ever seen in politics in my life time. Anyone who approves of this time-line is guilty of the massive bloodshed that will occur if the troops pull out. They think playing politics with human lives is less immoral then the war.

Hey, Mr. Bush - I have a daughter I will need to send through college someday! I could use that extra money you are looking to take to spend on your liar's war! I could also pay off some bills with that extra $1,000 + it is costing me to prolong a war I never agreed with!

I'm not sure which bill you are referring to, but given the fact that he has more life experiences, more knowledge of the workings of the world, and that he is in charge of the most powerful country in the world, I would, if I were you, try to remember that he is much more intelligent than you and has much more wisdom.
