Instead of allowing more and more children to be born into these conditions, why not educate on birth control, safe sex, no sex at all? If I lived in poverty or in an area of the world with such sickness, the last thing I'd want would be sex! Why punish a cild like that!

There have been massive international programs to reduce the birth rated in poor countries since the 1960's and they have been quite successful in most countries except in Africa. The current estimates is that the world population will peak at 10 billion about 2050 and then start to fall if current trends continue Most of the growth between now and then is due to people who are already alive living longer, not births greater than the replacement rat of 2.1 children per woman. The most effective way to reduce family size is to improve the infant and childhood mortality rates so people do not have extra children for "insurance" and increase opportunities for woman outside the home. Birth control alone does nothing if people want more children.

In poverty-stricken countries, it is often a necessity to have many children, as the children work to provide income. This of course establishes an awful cycle. In many of these places, also, it is considered the honorable thing to do (have many children, I mean).

The biggest issue, in my opinion, is that the people of this society are not educated about reproduction and contraception. The women are often not equals in the societal structures, so they receive even less education than the men--and in many places the culture mandates that a wife must submit sexually to her husband, regardless of what she wants. Add that to the fact that the woman doesn't have access to birth control (and probably couldn't afford it if she did), and you have lots of babies. You also tend to have astronomically high levels of AIDS and other serious STDs.
