Yes, because about the only things different about my appearance since I was 11 is I got taller, I actually know how to do my hair now, and I wear make up. I turn 21 in 3 weeks and still get told I look anywhere between 13 and 16.

most definitely, i ran into people from high school and they recognize me. i haven't really changed that much, maybe lost some weight and changed the hair style, but I look pretty much the same.
