Although it's sort of petty, Yes, they can. Driving OVER the speed limit is the wrong part, and whether it's 1/2 miles over, it's still OVER the speed limit

They can, But the only reason they would pull you over for that is to take a look inside your vehicle. Suspicion. Radar guns have a +/- tolerance therfore the ticket can not stand up in court. that is also why speeding tickets have 2 spaces to record the speed on, they'll clock you doing 85, and then write the ticket for 75.

Yes, but I once had a cop tell me that most of them don't unless its 10 or so, because they don't want to do the paperwork.

They could but most won't do it because many speedometers are calibrated a bit differently.
For a ticket like that, you could fight and likely win.
