Most of the real Russians that I have met have done a pretty good job at learning Russian and are actaully very polite. However a large group "Russian" Jews that live in the area that I went to high school didn't really and only spoke English when teachers or some other authoritative person talked to them. And they really didn't associate with anyone that wasn't a "Russian" Jew.

It is very difficult for many to learn a language, especially people who are older. That is the reason there are so many ethnic neighborhoods around here, because people are drawn to familiarity. As a Russian, it took me only one year to learn the language, and now I am on the top of my class in the highest English course anyone could take, so I believe that your statement is generalizing Russians as a group claiming that all Russians fail to learn the language, when it is in fact false.

Personally, I think Russian is a more beautiful language than English.
That said, I do believe everyone who moves to a country should learn the language. However, one must realize that it takes ALOT of time to do so...especially when a first language has very few similarities to the one they are trying to learn, like Russian to English.
It took us about 5 years to learn to speak English, and it is our first language. Imagine the amount of time it takes to learn a language when you're 20, 30, or 40 years older, and have your own language engrained into your very soul!

1) Some Russias do learn English. Thus your question is steriotypical.
2) The idea of English being beautiful is an opinion, not a fact, and thus is not usable as support for an idea.

Not everyone thinks the american language is beautiful, that's opinion.
I have a rough time around russians, I am working through it, I promise, I do have russian friends.
I just had a few others DEEPLY scar me and m family.

Its not only Russians lol, ive met a bunch of americans who cant speak a word of english.
but some people i guess just cant, cause even though theres no male and female words, we have sentences like
"the dove dove into the bush."
"Have you ever read that book? i want to read it."
" i wound the bandage around the wound."
"a remote control airplane can be flown freely in remote areas."
"have a seat on the seat."
"the tape broke, put tape on it."
"when you exercise, exercise caution.:"
etc.

but to answer your question all the Russians I know (including my parents and brother) who did not immigrate when they were every old all know English fluently.
