Depends what kind of mood I was in, if I felt like being a smart ***, I'd use nanometers for the quarter, but normally, I'd use millimeters. For gasoline, I think liters would be my choice, but if I had to pick one of the choices given I'd chose milliliter just because it is more familiar , but milliliter is a bit small for something that is sold, in the US, in gallons, so some may prefer decaliter. However my spell checker doesn't like decaliter it wants me to use deciliter (a hundred time smaller), which shows it is not the most common of units.

millimeter for the diameter of the quarter (about 15?)

I would just use liter for the gasoline tank - full capacity may be 40 - 45 liters. No need to use decaliters though you can say 4 decaliters.

You're already on track.

for a quarter's diameter - millimeters.

for gasoline, plain old liters is usually fine, but you may tecnically go for decaliters if you use tens of liters.

diameter of a quarter... definitely millimetres
gasoline in your car... litres (as everyone else has said, but just letting you that's what they always use whenever I go to Canada or Europe, so it's definitely right)
