True proof will only be about 25 to 50 years after he's dead. And even then, historians will have their spin.
We look back on the signers of the Declaration of Independence now and think how great they were. At the time though, I think there was less than 15% of the population in favor of breaking away from England at the cost of war.
People don't want power plants or prisons in their own backyard, and they want another generation to take the hard, costly stands when they're needed. Great leaders do what's right often while not being at all the popular thing to do.
