Honestly it is someone popular that when they enter a room most eyes are on them. This can be someone that people like or hate just well known. A strong presence is when they are present most everyone knows it.

if you dont have a strong presence you will be overlooked. not be seen easily.... not noticed. it is the other way round with having a strong presence. you will certainly not be overlooked and you will be easily noticed ( and followed/ obeyed if it comes to that) if you are very "present". Leaders have a strong presence.... look at any leader anywhere... they cant afford not to be noticed or seen.... or heard for that matter...Any authority figure, emergency service people, or even astronauts will radiate confidence and "presence" :)

Most of the previous answers are pretty well "spot on". It is the ability - without consciously trying - to attract people's attention.
Just in case you are interested, I thought I would add an explanation of HOW I think this is done:
Science tells us that physical matter is held together by energy fields. WE are at least part physical matter, therefore - like ALL physical matter - we have an energy field.
My spiritual studies indicate to me that we, as spirits apart from the body, ARE an energy field. Ergo, a living body with a soul, or spirit, in it would be like a light fixture with TWO bulbs.
Together, the combined frequencies of those two energy fields make up our own personal vibratory frequency.
(Frequency is how OFTEN an energy emissioon pulses.)
In addition to frequency, energy pulses have "amplitude" - which is a measure of how STRONG the pulses are.
(You probably have heard the terms "Frequency" and "Modulation" in reference to radio waves. AM and FM in radio stand for Amplitude Modulation and Frequency Modulation. AM radio keep its broadcasts at the same frequency, but varies the amplitude, whereas FM radio keeps it broadcasts at the same amplitude and varies the frequency.)
What this all simply boils down to, is that I believe those who are said to have a "strong presence" are those whose energy fields pulsate at a significantly higher amplitude and/or a higher frequency than those who do not.
