It depends on the state but basically, any "child support" is owed to whomever is named in the custody and child support order. Any money owed would not be to you but to your mom.

Remember the purpose of child support was for your mother to support you...not for her to go shopping or not even for you to go out and have fun...it was to make sure you had food, clothing, and a roof over your head.
So in essence while many people say it belongs to you and they are technically right...in the vast majority of states the right to child support belongs to your mother....except if you can prove that you worked as a minor to support yourself in your house.
So if you had a job and spent your money on clothes and a car then no the child support is not yours. But if you went to work and helped pay rent, bought food, and otherwise helped to support the houshold then you are entitlted to back child support...otherwise it is your mom's cause of action.

No. Child support is payment to the parent for the support of the child. The parent can sue within one year from the date of the default, but the child gets zero.

I believe your mother or guardian can. I am not sure about "you." The obstacle might be a possible statute of limitations. In any case I hope that you can.
