Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it a homemade feeling.

How about going to your local garden center and getting a nice variety of small plants and an inexpensive planter or two and making arrangements that your mom can put outside on her steps or if she has an apartment- on her porch - something like that? They will last a long time if indoors and until Autumn outdoors. Or you could make her a eucalyptus wreath for the house or door- they smell great. Craft books are free in the library. Good luck.

Spend the day with her. Offer to do some gardening, window washing, things that usually need to be done in the spring. To me help around the house is the best gift I could get from my children.

Potluck! Call all your mother's friends secretly. Tell her you're making her dinner. Make one dish, and then a lot of people start showing up! And make sure the camera batteries are charged and you can print out pics of the night.
My husband did something like this for my b-day.

If you have $1 stores in your area, you can actually make really nice baskets for a very low price. Just be creative.
Get a basket, line it with something colorful and add things she'd enjoy...candles, soap, picture frame, candleholders...you get the idea.
If not, everyone loves food. Try baking cookies or a cake or something. Maybe offer to make dinner.
