To address what Pathfind said It is compulsory only to age 16.
However all students have a right if they wish to go on to age 18.(23 if special ed) To answer your question--No it should not be a fundamental right. Today too many students do not want to be in school. I think Secondary--grades 9 through 12 should be a privilege at least for academia. (College prep). If a student can't cut it there then he should be able to go on to apprentice or trade type schools which many European countries do. Too many students cause much difficulty in schools cause they don't belong there. They are very distracting to the ones who do want to be there. If we did this you would find our good students learning so much more even if they have learning disabilities.

What are you talking about? High school education is compulsory in all states.
