The most likely problem (other than it is ME) is that the drivers for the graphics card have become corrupted or somehow got deleted.
Go into your device manager and look for the display adapter. See if it has a problem (Yellow!). Even if it shows it is ok, you should re-install the driver. You probably will need the ME disk and have your computer search for the driver on the disk.
Or find out the name of the graphics card and download the driver from the Internet and Install it.

Not the answer that you're going to want to hear, but the best thing you can do is get rid of ME. :) Windows ME was notorious for having problems and didn't last very long in the market.
I honestly don't have too much experience with ME (intentionally!), but if you don't want to spend the money for an upgrade, you may need to provide some more information before anyone would be able to accurately assist you. First thought: it's a video card driver issue - try to download and reinstall the drivers from the video card (or computer brand) company's website

Well, first off... Windoes ME is by far the worst OS that Microsoft has made. Win 98SE (second edition) Is actually better. But what it sounds like to me is, one of two things. Either the video card is on it's way out... or the driver has been updated for it, and it is not the right driver. If you know what brand of video card is, go to the manufactures web page and see if you can download the newest driver for it and install it. If you have the newest driver, then try to "back rev" it. Do you still have the system drivers cd that came with the computer? You can pop that in the cd rom and see if you can back rev it that way... Uninstall the current video driver and install from the drivers cd.
Ultimatly, I would look into getting your hands on a copy of Windows 2000 or better yet... XP and dump the Windows ME.

First, it's looks like there's some confusion so you could be running one of two versions of Windows - either Windows Millenium Edition (Windows Me) or Windows 2000 Professional.
Once a system has been passed to safe mode, at times it can be difficult changing your color settings from 16 colors (your screen colors look very washed out and icky) back to something more pallatable like 256 or 64k colors.
If you have enough technical savvy, you may be able to identify and reinstall your display drivers, but you have to make sure you get the correct ones for either Windows Me or Windows 2000.
You still have to reboot between colors changes, so be prepared for some sighs and sounds of frustration.
Hope this helps a bit.

In safe mode up date the drivers for your video card. Then get a copy of XP and install it. XP is much better then ME.

It appears to be a driver problem, reinstall the video drivers.
If that doesnt help, then its more than likely a damaged file in wondows itself, but is easily repairable with a windows disk, and does not require you to reinstall windows.
