How do I get it healthy again? He seems to have this film on him that is clumping his fins together...

It could be fungus or could be a parasite problem. I would suggest you treat the tank with a good fungus medication as well as a good parasite medication. Of course, a large water change before you start will help too.
There are other possible causes of the problem, but these two are the most common. If this treatment doesn't show major improvement in 4-5 days, then ask another question with all the details of his problem and what you have tried and we can try another treatment.

check at your local pet store for fish medicine, if you don't know what your looking for, ask a salesman. Sometimes you can get a phone number off your pet food or aquarium and they will be able to help you out.

Change his water and rinse him off. Feed him and he'll be back to normal in a day or two. Hope that helps.

get it cleaned up; change the water; treat the water to treat the fish with an anti-fungi drop; if symptoms persist, take it to the vet

Sounds like a possible fungus. Your pet store should have something to help.

Go to your local pet store and purchase Pima-Fix. this is an anti-fungal treatment that will cure him.
