Do you mean "why does the computer beep?"

The beeping sound when you boot up is your computer "testing" its functions. There is a beep code system that will tell you what is right and wrong with the boot process.

As the others say, a tiny speaker on your motherboard. You can change the volume or mute it in Windows by going to the volume control settings. This is in the system tray - botton right of the screen - or if not: Control Panel->Sounds and audio devices->Audio tab->Volume button. Adjust the "PC Speaker" control. If this column does not show up you may have to make it visible by going Options->Properties and check "PC Speaker" (with the "Playback" radio button selected).
