The American Government is a Republic, but it is based on democratic ideals. A true democracy would mean that the citizens would directly vote on each and every policy. "Democracy" is generally used as a generic term about those states that allows their citizens to vote, have elections, etc. For example, the leadership in Singapore considers their governmenta "democracy" because it has elections, but the way in which its government is carried out is actually more authoritarian.
In such a complex world, pure "democracy" is just a concept that can be used for comparison in government studies.

If you're asking about the United States, it's definitely NOT a democracy. If you think it is, ask yourself why we have an electoral college to choose the president.
