You're right, people should use the first names, Hillary or Bill. Bill was president only 6 years ago, and his policies are still being discussed on this board, by both Republicans and Democrats. Bill also does a lot of work with NGOs and charities, so he's still in the current news.

As some of the others have mentioned, they are pretty much the same. He (Bill) seems to be somewhat juvenile but a very friendly guy. She (Hilarious) seems to be a shrew and not someone you could completely trust. That being said about apparent personalities. Both are competent and probably believe that they have the people’s best interests at heart.
Quite frankly – I personally wish they would believe their two minutes is up and move along.
"The history of the failure of war can almost be summed up in two words: too late.
* Too late in comprehending the deadly purpose of a potential enemy.
* Too late in realizing the mortal danger.
* Too late in preparedness.
* Too late in uniting all possible forces for resistance.
* Too late in standing with one's friends."

Now, I would just assume that it would be Hillary Clinton. She is the one that will be running for president. Bill Clinton is now a former president which makes him more like a celebrity now then someone to refer to during political discussions.

If they are bashing the current Democratic party, Hillary.
If they are blaming someone else for Bush's failures, or are trying to excuse them, Bill.
