How do i get the hood latch to work again on my 1985 turbo 300zx ?

When i pull the cable the latch does not open,it looks like its stuck.

Often times the rubber bumpers are missing or hardened or the latch has become rusty. Hood should spring up slightly when released. Try two people one to pull up slightly on the hood then pull the handle under the dash. Clean adjust the latch, make sure the cable is actually moving the latch, replace the rubber bumpers (4 ) on that car
