The answer is the same for desktop computers.
1. Clean out temp/internet and recycle bin (right click on Local Disk C: and choose properties, then Disk Cleanup)
2. Run msconfig (from Run) or startup.exe from http://www.mlin.net/StartupCPL.shtml to stop any unwanted programs from starting up.
3. Run an antivirus program.
4. Run an anti-malware program such as Ad-aware PE from www.lavasoft.com (it's free).
5. And finally, run Disk Defragmenter from Start>All Programs>Accessories>System Tools>Disk Defragmenter.

If you want to do it the cleaner way format the laptop and resinstall the operating system. The messier way is the clean out the hard drive and disable all the startup programs that the laptop is running when being started which could effect how long it takes to load.. Im not familiar with the windows 2000 operating system as in i never have used it. But search around someone might have the answer here.

Because Windows 2000 was intended for business useage, where security is a much high issues then for a home computer, it includes several additional security checks that cause it to take much longer to boot then Windows XP. Nothing you do about that. Live with it.
But you can reduce the amount of "stuff" being loaded in the background by using the "msconfig" utility.
Start > Run > Type in: msconfig
Go to the "Startup" tab and you will see all the programs that are preloaded themselves everytime you start the computer. Usually 99.9% of them are not needed. Uncheck any you do not have to have load at startup (usually you can uncheck all of them). That will greatly reduce the start up time and increase the speed of your laptop once into Windows. If you find you do need one of them to load, just go back and recheck it.

Operating systems just don't slow down. The PC is infected with malware. You need to get: an Anti-virus, a Firewall, and Windows Defender, Spybot, AdAware and Spyware Blaster (all 4, all free).
Google for them and have your friend learn how to use them.
TIP: Back up all personal data and re-install Windows.

That 8% is part of the difficulty. a pc would desire to have a minimum of 15% loose to accomplish greater helpful. Delete any previous information, music, and so forth. Uninstall unneeded courses. Do a disk cleanup and a Disk defrag. no count if it continues to be sluggish then you somewhat would want greater ram.
