There could be a couple reasons for the cloudiness, and if yours is a relatively new tank, the most common has already been mentioned in several other answers - your tank is still going through a cycling process. There are bacteria in the tank that are multiplying and this is something you want to have happen - never mind the cloudiness caused by this, it will go away on its own. So you know what's happening in your tank, the bacteria are feeding on ammonia produced by your fish's' wastes and excess food. They're converting the ammonia (which is toxic to fish) to nitrite (also toxic), then to nitrate, which isn't toxic in low concentrations. although most people associate cycling with starting up a new tank, it can also happen if you clean the tank too well (or prolong the initial cycle period) or after you use medications (generally antibiotics) in the tank which affect your bacterial population.

I'll post a few links at the end with more details about this is you want to read them.

There can be some other causes for cloudiness, though. If you didn't rinse your gravel or carbon for your filter before adding these, it can create a white/gray haze. Driftwood often leaches tannins and colors the water yellow-brown (some of this color can be removed by using activated carbon), and free-floating algae can color the water green.

If you change more than about 25%, you will remove too much of the bacteria that break down waste. The cloudiness is a bacteria bloom (different kind of bacteria) caused by the waste. It will clear up on its own in a few days. The key is not too much, and not too often. 1 week for goldfish, 2 weeks for tropicals.

how much of the water do u change?only ever change 25% of the water at a time (about every 1-2 weeks). And only 1 part of the filter media at a time..All this allows the good bacteria that helps break down the waste in the tank to recover to normal..I think what ur experiencing is whats called an algae bloom..
