I have noticed that the bigger monitors are generally odd sized only such as 17-inch, 19-inch, 21-inch and so on. But not the even sizes in between them. I was wondering if there is some reason behind it.

It is just a marketing tool to make each size sound interestingly bigger than the next.

If you were considering a 17" or 18" monitor, wouldn't it be just a toss-up as to which would better meet your needs?

Over time there have been 12" 14" 16" 18", all kind of rare now.
There are currently 20" 22" and 24" The bigger sizes tend to be even, the smaller odd.

The LCD panels are manufactured from a large sheet of glass, where several panels are all laid out together. Different panel manufacturers have different sheet sizes and for a new panel size they tend to pick the size that give the least waste.

Once one size has been established you tend not to get 1" steps from that, if you have 17" 18" and 19" the 18" gets squeezed out. More expensive than the 17" for not much more screen, but smaller than the 19" and not much cheaper.

I used to be an inkwell monitor, and now as a milk monitor I find myself at odds with the question. During my growth, I would go from an odd number of inches to an even number every time. In fact I would wager that I never missed moving up to the next even number from the shorter odd number below it.
I am now at 5'10" - an even number.

They don't. But where CRT's are used the monitor manufacturers depend on the CRT sizes available. And there just happen to be more odd sizes than even ones.

I may be wrong, but I think it has something to do with the "screen-resolution"
1: click on desktop
2: click properties
3: click settings
4: change the "bar-slider"
