Iam facing slow internet browsing, I really don't think it's a computer matter because I tried everything and I checked the spyware and the viruses, I tried also two or three computers but also the same problem.
The download is excllent, I have 512 kb DSL connection with linksys wireless modem.
I just want to know if this is a problem with the ISP or some settings in the modem.
can anybody help ??? :)

I assume That you have installed all the "little filter thingies" on your Telephone lines, not the DSL line.
If you're sure it's not your router, call your ISP. If the same problem exists using an Ethernet cable, it's not your router WiFi settings.
I had a similar problem, with a cable based ISP, a few years ago and they had to replace all the underground wiring in our neighbourhood.
With DSL, it could be as simple as a poor phone connection in your house or out on the street. Ask them to do an "impedence test".

It is very unlikely that the settings in your Linksys are to blame.
First try going to DSL Reports (first link below) and check your speed. If it is way below the 512Kb that your ISP says you are supposed to get, then call your ISP.
Many websites are run off very underpowered servers. The sites you are visiting may be slow. If pages at www.google.com come up fast, then it's probably the sites you are visiting that are the issue.

First test the speed of your connection. I suggest http://www.speedtest.net/ which is a free site and very easy to use. You may be on a 512 plan, but this may not be the true speed, so test and find out. As you stated keep running your anti Virus program and all SpyWare programs and keep them up to date. Clean out your history and temp files.

try cleaning out temporary files, history, cookies, saved passwords, and web information,
you can do this ( on i.e ) by right clicking the i.e icon then choosing properties and it will be under browsing history
