The first emperor of China, Emperor Qin could be called a hero for creating China's empire (Great wall of china etc) but he also ordered the deaths of many people. What do you think?

Emperor Qin Shi Huang Di did a lot more than just unite the country, and oversee the building of the wall to keep the Mongols out, and for this he was a hero. The other dukes and princes of the same time were given the choice of joining him or fighting him - and they chose fighting him more often than not. These other dukes and princes also ordered the deaths of many people too, which is something those who always judge Emperor Qin negatively seem to ignore.

Hero to modern day China. Every country has a history which interludes with blood and a conquering mindset. He was born into control and did well as any emperor would strive for.
