If it only does it once Windows has started then it probably is a virus. If it does it constantly from the second that you power up the computer, then the floppy drive data cable is probably connected back to front. This will also be indicated by the fact that the floppy activity light stays on permantly too. The cable should be connected so that pin 1 (usually coloured red) is closest to the power connector on the drive.

I really don't think your floppy drive is broken. 'Because', I had your same problem, and after I built a new computer I used the same floppy drive, and no longer had the problem. I thought it was a virus, but I knew I was replacing my 'puter in a day or two, so I didn't worry. Maybe check the driver installed for your floppy drive. Do a full virus scan after you update your virus definitions.

Do you have anything in your floppy drive? If you don't then how can anything be scanning from it?

It means that something is trying to access your floppy drive. Find out what it is. Check the task manager (crtl-alt-del).
