That's going to depend on your tank size and the type of community that you want to create. Also, if you want to have freshwater, brackish, or saltwater. You can do a community by specific location (Amazon river, East Indian, Caribbean reef, etc.), warmwater/coldwater species, natives/exotics, livebearers, egglayers, or mixed.

Nearly all kinds of gouramis and tetras would fit into a community tank.
A contender for the best would be neon tetras, beautiful scaled tetras, cardinal tetras, blueeyes, add two shiners, a few three-spot/blue gouramis and maybe some arched corydoras to work the bottom substrate.
Give the tank alot of planting, no cover is needed since none of the mentioned fish would actually jump and without a cover means more oxygen could be found in the atmospheric air near the water surface for the gouramis who need them.
Add a blue lighting and watch the splendour of your blue-neon themed tank.

any kind of schooling fish, depending on the size of the tank u can get 15-25 neon/cardinal tetras. its good to find diferent depth fish, for instance catfish stay near the bottom and guramis (forgive spelling) stay near the top. it make for different levels in your tank and easy variety.
