You don't get marriage certificates from the notary public but from the marriage officer/registrar either appointed under the Special Marriage Act, 1954, by getting married before him or by getting your marriage already preformed under any religious form registered by him. You can also get your Hindu form of marriage registered by the Marriage officer/registrar appointed under the Hindu Marriage Act, 1955. In case you are Christians & want to marry before the Marriage Registrar you can do so under the Indian Christian Marriage Act, 1872. In all the cases mentioned above the marriage officer or registrar is either of the rank of D.C. or S.D.M of the district you usually reside. To my knowledge marriage certificates are issued by The Sub Registrar.
In case the marriage is as per Special Marriages Act the parties have to give an application a month in advance and the Registration is done after the required formalities are completed.
If the marriage as per personal law of the parties( prescribed by Religion) a form is filled in and signed by both the parties and also the priest who conducted the marriage and submitted to the Registrar who returns one copy with his seal as a proof of having registered the marriage. No advance notice is required in such cases.

there are separate Marriage Registration offices located in several areas for the convenience of common man.There will be a Registrar there who is the right person to issue the marriage certificate.
The officer shall be approached with details of marriage
connected details like '' Wedding Invitation ( to know the place ,date and time of marriage ),marriage photo es at least 5 (better you take the Album with at least 25 photos) with clear photos showing the important events of marriage,A family photo and at least 2 witnesses along with the married couple and their parents(Bride's [Father will do/...not all)
.Then you fill up an application and pay the regular fee and sign before the Registrar of marriages,in the Book there kept there for this purpose.
The certificate will be issued normally the same day evening(within 4 or 5 hours ).
If the marriage is already over and more than three months have lapsed ,approach the Marriage Registrar and he will guide you what to do.

Now a days in India you must get your marriage registered within 3 (three) months of your marriage. It is not by way of notary it is to be registered in family court where marriages are registered. You have to get hold of an advocate who will give a form to be filled up by both of you and duly signed by both to be delivered to to court and the court will give a date for registration of marriage. After registration the court grants you a certificate of marriage. If you want to get read of all problems hand over Rs. 1,000 to an advocate he will do all formalities for you and on the date of registration simply both of you have to go to the court for signing. The advocate will deliver the marriage certificate to you.

No notry can issue marriage certificate, U have to apply to registrar of marriages. I'll hav to give the following documents of both husband and wife: ration card, passport,/ 10th class certificate, M.C of place were the parties belonged to before marriage, Ur parents
