The word "frequency" simply means "how often a repetitive action occurs". If a wheel rotates 5 times in 1 second, it has a rotational frequency of 5 cycles/second, or 5 Hertz.

"Frequency state" is not a meaningful term as it applies to physics. Don't use physics terminology to describe metaphysics, because it doesn't work and just looks silly.
