Well, I can give you the female point of view to that. Growing up in a big city in Germany, I had a lot of annoying (and some outright insulting) experiences with immigrants from Islamic countries, mostly with younger men, who had no qualms about asking for sexual favors about five minutes after saying hello, or were absolutely not taking any hint that their attention was not wanted, unless I got really rude (or called my brother for help). I guess, many women who are less than friendly to you might have had similar experiences and are simply not keen to be insulted yet another time.

So if you want success with Canadian (or any western) women, show them respect, lots of respect. Take first interest in them as a person, before you start considering them as a sexual partner. Complement them on their work rather than on their looks. Listen to them. - They will love you for that, guaranteed!

I believe the problem is coming from the middle east to the west to be a cultural shock of immense proportions.
Women in the US, Canada, England, etc., are militantly feminized compared to women in other countries, including South America and the mid east.
That being said, I have never experienced a problem meeting women in either the US or Canada, I just think the culture difference is the problem.
A word of warning, many women in the US and Canada use the charges of rape, harassment and sexual impropriety as an offensive weapon.
Another thing to consider is the problem of nationalism that permeates both the US and Canada. Due to the propaganda from Washington against Iraq, Iran and other middle eastern countries, many Americans are at the least highly suspicious of foreigners, especially those from the middle east.(while they won't admit it, westerners are very prejudiced, even those who claim they are not; often, they are unaware of their bias. Women especially will consider your a sexist based on your country of origin even before anything else is known).

Sadly, I must admit that many of us Canadians share the same stereotype of Muslims as Americans. If you lived in a more culturally diverse city like Vancouver, you might have an easier time meeting women. If you live on the Prairies, your chances are slim at best.
