the betta is only 9 months old and the water stays at a consistent temperature of 25.c. it has no marks or discolouration and it never flares up any more

I'm with Vix on this one, it's most likely temperature or water quality related. A few water changes and a little warmer temperature should bring his activity level back to normal

The 25C might be a little cold for it - try upping slowly to 27C?

If it's eating well and swimming about at least occasionally, it might just be its personality. Does the tank have plants in there that can support its weight if it wants a rest? I have a couple of Bettas that like to lounge about.

Take a sample of the water and get your local fish shop to check it for you - they'll let you know if there are any abnormal levels to help put your mind at rest.

What temp does the tank stay at? Do you have a rough idea of how old it was when she got it? It could just be dieing of old age.
Or if the water is too cold for it, it could be causing it to become lethargic.
How often does she clean the bowl?

I'm having an issue with one of mine as well. Here's what you should do.

Check his body. Are there any sores or marks? Are his scales smooth? Is his belly wide?
Check his fins. Are they ragged or closed?
Check his breathing. Normal or rapid?
Shine a flashlight on him. Any wierd spots or strange colors?

Yes to any of these questions means your Betta has a fungal infection. I would guess Ich, it's pretty common. I'm using a fungus clearing tab and RidIch+ (Although mine has Velvet. It's similar but it had a gold sheen instead of just white dots). I just started mine's treatment today and he looks a little better already. You need to raise the temp of the tank to around 76 to 85. Good luck with your fishy!

Shining_Pixie is very correct. If this is not the case, try fishdoc for some revealing insight as to what may be causing your fish to behave this way. This site is packed full of diagnostic tools and remedies.
