The House of Representatives voted to pass a bill which does call for the removal of US troops from Iraq by a certain date. The Senate is expected to pass the same legislation by the end of the week. President Bush will veto the bill, meaning it will not become law, early next week. Since Democrats in Congress lack the number of votes necessary to override a Presidential veto, they will not be able to force this withdrawal deadline.

So the short answer, no we are not.

The House of Representatives passed a bill that includes language calling for troop withdrawals to begin by Oct. 1 or sooner if the Iraqi governments fails to meet certain "benchmarks" and setting a non-binding goal of completing the troop pullout by April 1 of next year. The bill does not call for a full withdrawal however; forces could stay for training missions and attacking terrorist networks. The Senate is expected to pass the legislation as well, but it does not have a sufficient majority to override a presidential veto, which Bush has promised. A withdrawal is unlikely anytime soon. It is unclear exactly what action the Democratic-led congress will take in the face of a veto, but they will almost certainly continue funding the war in some fashion or other, lest they be accused of "not supporting the troops."

Yhe US is not pulling out of Iraq not yet. We should however pull out of countries that will not support the war on terror. Last time I checked we still had bases in the UK maybe we should pull out of them? Why should we be puttin US money in ungratefull nation's pockets?
