I need to create a form that will be locked so that the users can't change it.?

I need the users to click in a box and type, but not be able to change it or mess it up. What program would be best to use? Has anyone ever done anything like this in open offcice

I have done it in Word.
Open a Word document.
click View, Toolbars, click Forms toolbar.
Create your form. With the Forms toolbar, insert text boxes where you want them.

When finished, click Tools, Protect Document
Save

Users will tab from field to field.
They cannot change the form as you laid it out unless they know how to Tools, Unprotect.
