Assuming you and the co worker are peers, you don't. That is their supervisor's job.

Now if you are having problems caused by their unsatisfactory , you go to your supervisor.

I agree with the other poster, if it affects your job then talk to your supervisor about it. If not, let them be, they'll hang themselves out of job eventually.
