I don't know about in america, but in the UK, it would be a minibus and require a minibus licence.
You'll want to check that and other similar aspects before you go for a vehicle with nine passenger seats.

Full size van, such as Ford E-250, Chevy Express, GMC Savana, or Dodge Ram Van, will seat up to 15, if you are not loading any cargo. More like 12. If you get the short version, 9 would be just about right.

a full sized van, like the old ford club wagon will do it, they also make an extended 15 pass. job. They are not much to look at, but it beats two cars . Good Luck
