It's because where the limb is exposed, it needs hair to insulate it. The inside of the limb is held against the body, so less heat can escape from that surface. But the outside of the limb is exposed to the elements, including cold air, and hair helps prevent excessive loss of heat.

I would assume because the inside of our limbs are close to other body parts. Your thighs are close to each other, the inside of your arms are close to your torso, etc. Ergo they don't need the hair to help keep them warm (not that we need hair to keep us warm in todays age).

because your clothes and skin rub together and that causes the hair to fall off and not re grow
