Levees can temporarily control flooding from rivers, but seem to always fail in the end. To protect land below sea level they are only a temporary control. The mainproblem is with people who insist on building homes of floodplains or in areas below normal water levels, who then insist that the taxpayers subsidize their rebuilding in the same place when flooded out.

Levees cause rivers to silt up and the channels must be constantly dredged. It would be more sensible to build artificial islands higher than the flood waters.

If you are thinking of the results of climate change, levees may protect coastal cities until they can be rebuilt further inland, but there will always be failures. Since climate change is 99%+ due to natural causes, just look at a chart of the Earth's temperatures for the last 10,000 yrs, the Holocene era, it would be better to begin moving populations to higher ground.. Ask what caused the warmer than present period when the Vikings were in Greenland growing wheat. It wasn't caused by people. Don't accept the common GW caused by man theory without questioning other causes.

Dams, levees, and canals are used worldwide for flood control. People subject to flooding are very sure that we should use these things. Because rivers carry and deposit silt, floodplains are most generally the most fertile land on the planet. In these areas levees are necessary to utilize the land.
