It's a portrait of young Catherine the Great of Russia. Looks like it was painted about the time of her marriage to Peter, heir to the Russian throne. I believe the portrait hangs in the Hermitage Museum.

It could be Mary Tudor or "Bloody Mary" as some like to call her. Here is a portrait link of her. Their profiles look similar but it's so hard to tell because they are all paintings and not actual photographs of course.
Sybaris: You need to know what your talking about before being so rude. Bloody Mary is Queen Elizabeth's half sister. She is also Mary Tudor. Bloody Mary was her nick name because she was Catholic like her mother, Catherine of Aragon, and killed all the Protestants. Both Elizabeth Tudor and Mary Tudor were King Henry the VIII's daughters. She also locked her sister (a princess at the time) Elizabeth up in the tower of London for a while, hence all the nursery rhymes. Get a clue before spouting off nonsense and yes that picture I linked is Mary Tudor aka Bloody Mary. However it may not be the same person Mike linked.

It's definitely not Mary, Queen of Scots; the costume is later - I would say 17th century-early 18th. It is also not "Bloody Mary".
Here is Mary, Queen of Scots:
http://images.google.co.uk/images?hl=en&q=Mary%2C+queen+of+scots&gbv=2 (Many images; note the costumes of the 16th century)
Here is Mary I, "Bloody Mary":

I don't know who she is. Do you have any idea from which country she comes?
The picture supplied above is not of "Bloody " Mary. It is a portrait of Mary Tudor, King Henry VIII's sister. "Bloody" Mary was Henry VIII's daughter by Katherine of Aragon, and looked very different.

Edit: Lisa, how was I rude? I merely pointed out that the picture you supplied was that of Mary Tudor, the King's sister. You are right that "Bloody" Mary, Katherine of Aragon's daughter and named after her aunt, was also called Mary Tudor; take a look at the pictures in my link above. Mary Tudor, Henry's sister (who was his favourite), married first the King of France and then her previous love, Charles Brandon, and your picture is half of their double portrait. I supply a link for you. The first Mary Tudor was also the grandmother of the tragic nine-days Queen, Lady Jane Grey. You need to go a little deeper into Tudor history.

By the way, I think the other respondents are right, and that it is Catherine the Great!

Yes, Catherine the Great. But she's wearing the insignia of the Order of the Garter.

18th century I would say by the costume, possibly the wife of one of the Georges. It is not Queen Anne, the last of the Stewarts.
