This quote is how Nick feels people in the world are divided. There are the pursued- the love of gatsbys life who is married and lives across the way
the pursuing- gatsby
the busy- gatsby's lover's husband
and the tired- himself
Each of these types of people are represented in this book.

I think it means that life is made up of all kinds of people. There aren't two types, there are many. And everyone has there own group, no one is just left out.
Just my opinion but since I have not read the book yet (our teacher felt it was more important to show us the movie. Bah!) I am not sure of the context it was said in.

It defines everybody in terms of romance, or sex; they are trying to get somebody, somebody is trying to get them, they are occupied together, and afterward they are tired. This could refer to the emotional and psychological state as well as the literal activities.

There are those whom someone is always looking for (or looking up to), those who are always striving for something, those who are always doing something, and those who have already always done something. Everyone fits into one of those categories.
