It depends. If you bought the item, you can file a fraud claim with the police where the seller lives. If you didn't buy anything, contact the representative of the person whose signature is being faked.

If they are from a sporting league. Contact the appropriate league. If it's a celebrity. Try and find out who represents them and email them.
