I believe the best form of government is a democracy, which is ruled by the people.
One of the worst forms of government is a republic, such as the United States, which is ruled by representatives elected by the people. A republic allows the sleaziest low life to take control of power and maintain a monopoly of that power for years, even decades without having to resort to the will of the people.
Eventually, as is witnessed in the U.S.A., two political parties (seemingly at opposing viewpoints) meld to become one massive source of power and control. The power brokers become an institution unto themselves, protecting their own power base and doing as they choose with regard for the citizenry. -RKO- 04/25/07
